Terms of Use
These terms govern the conditions and procedures for using the website and online services (the "Services") provided by Gwangju City Library (the "Library"), and the rights, duties, and responsibilities of users and the Library.
Chapter 1 General Provisions
Article 1 (Purpose)
These terms aim to define the conditions and procedures for using all services provided on the Library website, and other necessary matters.
Article 2 (Definitions)
- User: A member or non-member who accesses the Library website and uses the Services under these terms.
- Member: A person who has provided personal information to the Library and registered, and may use the Services provided by the Library.
- ID: A combination of letters/numbers set by the member and approved by the Library for member identification and service use.
- Password: A combination of letters/numbers set by the member for identity verification and information protection.
- Integrated card: A physical or mobile card that lets you use all 12 Gwangju libraries with one card.
Article 3 (Effect and Amendment of Terms)
- These terms take effect upon posting on the website.
- The Library may amend these terms within the scope not violating relevant laws, and posts amended terms on the website from at least 7 days before the effective date.
- If a user does not agree to amended terms, they may request withdrawal; continuing to use the Services after the notice is deemed agreement to the amended terms.
Chapter 2 Sign-up and Withdrawal
Article 4 (Sign-up)
- Membership is formed when a user agrees to the terms, enters member information in the Library's form and applies, and the Library accepts it.
- Children under 14 may sign up with the consent of a legal representative (guardian).
- Some services, such as borrowing, are available after identity verification via a library visit and upgrade to full membership.
Article 5 (Refusal of Application)
The Library may decline or later terminate the use agreement for applications falling under any of the following.
- Applying by misappropriating another's name
- Entering false information or omitting required fields
- Applying with intent to harm public order and morals
Article 6 (Withdrawal and Loss of Membership)
- Members may request withdrawal at any time; the Library processes it immediately if there are no borrowed items or unpaid compensation.
- If a member violates these terms or disrupts normal operation of the Services, the Library may restrict, suspend, or revoke membership.
Chapter 3 Service Use
Article 7 (Service Content)
The services provided by the Library are as follows.
- Integrated search, loan·return·reservation, loan renewal
- Book requests, interlibrary loan, new-arrival alerts
- E-library (e-books·audiobooks), mobile card
- Seat·facility reservation, event·course applications
- Reading support such as reading marathon, book clubs, reading passbook
- Communication services such as notices, Q&A, online civil requests
Article 8 (Service Hours)
- Website services are provided 24 hours a day, year-round, in principle.
- However, services may be temporarily suspended for unavoidable reasons such as system maintenance or communication failures, in which case notice is given before or after.
Article 9 (Restrictions on Service Use)
Members with overdue items or unfulfilled compensation obligations may have some services, such as borrowing, restricted under relevant rules.
Chapter 4 Obligations
Library's Obligations

User's Obligations
- Accuracy of infoNo false information; update on change

Chapter 5 Other
Article 10 (Management of Postings)
The Library may delete, move, or edit user postings without prior notice if they violate relevant laws or public order and morals.
Article 11 (Disclaimer)
- The Library is exempt from liability if it cannot provide services due to force majeure such as natural disasters or system failures.
- The Library is not liable for service disruptions caused by the user's own fault.
Article 12 (Dispute Resolution)
If a dispute arises between the Library and a user regarding service use, it is resolved through mutual consultation; if no agreement is reached, relevant laws and general commercial practice apply.
